Chief Information Officer (CIO)

Full-Time Opening


The Chief Information Officer (CIO) is the senior manager and leader of the IT Shared Services organization for Arc of Onondaga (ARCON) and Arc Madison Cortland (ARCMC). The shared services were initiated in 2018 and the CIO's contributions are key to the ongoing development of this key program. With the direction of senior management and reporting jointly to the two agency Chief Financial Officers (CFO), the CIO is responsible for establishing Information Technology (IT) strategy and leading the associated deployment.

The CIO manages the IT staff of both agencies encouraging collaboration and leveraging the combined capabilities. Providing direct oversight of IT services to both organizations, the CIO is responsible for maintaining a high level of customer services.

As the lead technologist, the CIO blends diverse technical and business acumen to assess business impact of technical solutions to maximize benefits. Additionally, the CIO ensures key IT disciplines are fully implemented and managed to include, but not limited to a) governance, risk and compliance, b) IT infrastructure, c) cyber security, d) budgeting and planning, e) personnel administration and f) project management. Due to the fundamental role of IT security with HIPPA security, the CIO has the additional role of HIPPA Security Officer.



IT Strategy and Planning

1.      Shares Services Strategy - Advances a shared services, multi-agency program with a comprehensive Strategic IT Plan. Leads in the analysis, evaluation and development of enterprise long term strategic and operating plans. Ensures IT services are consistent with the Agencies long-term business objectives.


2.      Security Priority - As part of IT strategy, ensures that the organization's IT security capabilities advance to meet growing internal and external threats.


3.      IT Department Budgets - Provides input for the preparation of the IT budget and Multiple Year Plans for IT staffing, administration and Infrastructure needs.


4.      Senior Management Involvement - Coordinates joint IT Management Committee meetings, held at least quarterly. Using this forum, effectively communicates IT status, suggests IT plans and reports any issues / concerns. Based on senior management input, establishes priorities for Information Technology.


IT Policy, Process and Management

5.      IT Policies and Procedures - Leads the development, management and administration of IT policies and procedures. Develops and coordinates all related processes and controls.


6.      Risk Management - Prioritizes risk management so critical elements (software and hardware) of the environment are maintained. Ensures adequate plans and capabilities are in place to sustain Agency IT operations. These plans to include a comprehensive backup program and Disaster Recovery Plan (and testing).


7.      Vendor Management - Establishes effective relationships with outside organizations that provide hardware, software and services. Leads and coordinates IT Procurement activities including liaison with Agency departments for IT needs (e.g. Facilities).


8.      Asset Management - Ensures an inventory control system is in place and maintained for all IT resources (e.g. software, hardware and printers).  This includes records to support standardization, consistency for upgrades and loss control.


9.      Personnel Administration - Manages and develops a qualified and effective IT staff. Provides for employee training plans.  


10.  IT Services - Manages day-to-day issues with appropriate communications and escalation to management (as warranted). Leverages use of the helpdesk system(s) as part of end user support services.  


11.  IT Projects - Ensures that effective project management disciplines are used for IT projects with a goal of completing the initiatives on time and budget.


12.  User IT Training - Works with agency management and staff to develop technical skills. Includes agency Training departments as warranted.


General Agency Responsibilities

13.  HIPPA Security - the CIO has the role of HIPAA Security Officer for both chapters.


14.  Works within a team-oriented environment supporting HIPAA requirements and confidentiality regarding all Agency, consumer and staff information.


15.  Supports the Goals and Mission of the agencies. Ensures that communications, personal and staff performance reflect the Agency's commitment to teamwork, compliance with policies and procedures and respect for consumers and staff.


16.  Expected to conduct all agency business and complete job responsibilities in accordance with agency Code of Conduct and Corporate Compliance Plan.


17.  Establishes and provides clear and legible documentation and compliance records required by Arc and other government agencies.


18.  Owns or leases a vehicle and possess ability to transport self to suppliers, vendors and multi-site locations.



Education, Experience, and Technology Requirements

  • Minimum of Bachelor's Degree in Computer Science or related field.
  • Eight ten years of Information Technology experience, including at least five years in a management capacity.
  • Experience in key CIO disciplines
  • Developing and implementing IT strategy
  • Establishing IT governance, risk and compliance programs
  • IT security and risk management
  • Project management
  • Understands and capable of leading the Agency and IT organization in many varied IT disciplines:
  • End user (desktop and mobile) technologies Windows 7 & 10, MS Office, Multi-function devices, Chromebooks and iOS/Android devices.
  • MS Exchange, Email and Domain administration. Office 365, particularly Exchange 365.
  • Server management and support (VMware, Windows, SAN, Backup, SQL server, Domain and Phone systems).
  • Networking technologies including VPN and WIFI.   
  • Combination of education and experience which, in the judgement of the employer, equals above standards.
  • A valid NYS driver's license and a driving record acceptable to the Agency's insurance carrier.


Instruction & Safety

The job requires specific levels of responsibility for the safety of the incumbent and people he/she interacts with on a daily basis.  Safety requirements and decisions reflect agency or legal requirements that are above and beyond generally accepted practices and procedures for personal safety and/or servicing consumers and staff.


Physical Demands & Working Conditions

Work requires routine physical exertion equivalent to lifting between 25 and 50 pounds, for approximately 20% of their workday, while assisting consumers, moving materials and/or operating equipment.  Incumbents have moderate exposure to undesirable or adverse environmental conditions.  Position requirements for physical stamina, endurance, and physical manipulation is significant.  Accountabilities require sustained amounts of time sitting, walking and/or standing.  The use of safety equipment and/or specific precautions is required.

Flexible availability to meet agency emergency needs or planned installations, upgrades, etc. outside of normal working hours.
