Residential Program Manager

Full-Time position

 

The Residential Program Manager is responsible for planning, supervising and coordinating the work of Residence Coordinators.  Must have working knowledge of HCBS Waiver and the "Key to Individualized Services".  Responsibilities include ensuring compliance with state and federal regulations and the hiring, training and supervision of Residence Coordinators.  The Residential Program Manager oversees operating budgets in respect to staffing utilization for Arc residential facilities.

Requirements

  • Provide input into development and ongoing management of budgets, staffing, maintenance, and safety for residence operations to provide a quality residential living environments for residents.
  • Effective interpersonal, counseling and negotiation skills to handle sensitive issues with families, staff and outside agencies.
  • Monitor and ensure that activities, both inside and outside of the home, comply with State and Federal regulations and Agency and Program specific policies and procedures.
  • Directly supervise Residence Coordinators and Centralized Plan Coordinator in planning and coordinating services designed to:
  • teach residents life skills necessary to establish and maintain their homes (ex: shopping, meal preparation, cleaning)
  • promote the 3IP philosophy,
  • increase individual's participation in social and community based activities
  • increase individual's range of socially appropriate behaviors and habits to increase acceptance and integration in the community at large
  • assist residents in maintaining acceptable hygiene standards
  • maintain controls for addressing individual's health and medical needs
  • Monitors performance of the Centralized Plan Coordinator, ensuring that program plans are developed, implemented and reviewed in accordance with State and Federal regulatory requirements as well as agency and program specific policies and procedures.
  • Oversees assigned team, including Residence Coordinators, Centralized Plan Coordinators and R.N. Provides direction to the team, ensuring coordination of team members responsibilities in the provision of services to residents. 
  • Request and secure maintenance and repair services, as needed, to ensure the safe and reliable operation for the home's mechanical, plumbing and electrical systems.
  • Evaluate the performance of Residence Coordinators, provide training and foster team building and positive productive work relationships at each residential site.
  • Prepares and submits all required reports, statistics and quality assurance functions to verify program services are in accordance with agency and departmental Quality Assurance, Corporate Compliance and HIPAA policies and procedures.
  • Monitors and reviews all general events and incidents and develops systems to ensure the health and safety of residents at residential site
  • Cover the duties of a Residence Coordinator and Residential Habilitation Plan Coordinator in the event of a vacant position or leave time.
  • Own or lease a reliable automobile to provide transportation required for this position. The Manager of Residence Coordinators' automobile must be available to provide safe transport for residents and/or staff if needed.
  • Manage residential operations for 24/7 on call coverage on a rotating basis with other Program Managers for the Division or as assigned by the Division Director(carry an Agency provided cell phone) and ensure that appropriate coverage is scheduled and present for individuals residing at each site.
  • Develop and maintain computer and office technology expertise necessary to fulfill job responsibilities and assignments.
  • Attend and participate in required Arc meetings, staff development and training programs.
  • Establish and provide clear and legible documentation and compliance records required by Arc and other government agencies.
  • Must be available and willing to work at alternate times, days and locations as necessary for overall program needs.
  • Oversee and/or chair committee(s) as designated by Director of Community Residential Services.
  • Expected to conduct all agency business and complete job responsibilities in accordance with agency Code of Conduct and Corporate Compliance Plan.
  • Provide other job-related support and services as required or assigned by Director of Community Residential Services

Education & Experience Requirements

  • Bachelor's Degree in Human Services or related field.
  • Two to four years of relevant experience including 2 years of supervisory experience, preferably in an OPWDD Residential setting.
  • A valid NYS driver's license and a driving record acceptable to the Agency's insurance carrier.

Physical Demands & Working Conditions

Work requires routine physical exertion equivalent to lifting between 25 and 50 pounds, for approximately 75% of their workday, while assisting individuals, moving materials and/or operating equipment.  Incumbents have moderate exposure to undesirable or adverse environmental conditions.  Position requirements for physical stamina, endurance, and physical manipulation are significant.  Accountabilities require sustained amounts of time sitting, walking and/or standing.  The use of safety equipment and/or specific precautions is required.
