Assistant Director of Community Residential Services

Full-time Opening

The Assistant Director of Community Residential Services is responsible for assisting the Director of Community Residential Services in the overall management of the agency's residences for people with developmental disabilities. Responsibilities include direct supervision of the Evening Weekend Supervisor and Direct Support Professional Floater Positions, implementation of division quality assurance procedures programming, and oversight of safety practices. The Assistant Director of Community Residential Services also assists the Division Director in the fiscal management and administrative operations of the Residential Division. Reports to the Director of Residential Services.


  1. Primarily responsible for the supervision and day-to-day operation of all residential program operations as assigned by the Division Director. Provides direct supervision to the Evening Weekend Supervisor, Direct Support Professional Floater. Ensures adherence to the overall policies of the Agency as approved by Arc of Onondaga.
  2. Keeps abreast of all new regulations and assures compliance with regulatory bodies in maintaining all residents' rights as they apply to the Arc Community Residential Program.
  3. As assigned by the Division Director, develops or assists in developing policies and procedures that are compliant with state and federal regulations.
  4. Assists in screening residential candidates for newly developed and existing sites and attends the AROC committee as the Arc of Onondaga representative.
  5. Reports all incidents in a timely manner to the Division Director or other designated personnel in the absence of the Division Director. Investigates incidents as assigned.
  6. Responds to internal QA/QI audits, compliance audits, etc. Follows up on deficient areas. Provides process and trend reports to Division Director for review and processing.
  7. Provides oversight to the implementation and verification process with incident management, external audits, and Quality Assurances/Quality Improvement. Oversees follow up actions. Provides process and trend reports to Division Director for review and assessment of program improvement.
  8. Assists in the development and oversight of initiatives supporting CQL, POMs, DSP Core Competencies, and HCBS Waiver Settings, etc. Follows up on trends.
  9. Ensures completion of incident related paperwork, safeguarding and follow up as assigned by the Division Director. Assists with the GER review and approval process.
  10. Makes recommendations to Division Director of changes in personnel required to ensure coverage at all residences.
  11. Ensures the assigning of the floaters to appropriate locations.
  12. Acts as Program Manager and/or Division Director in the absence of either. Assists with staff/HR issues as assigned.
  13. AOD- on call rotation responsibilities.
  14. Completes annual performance evaluations on an annual basis for all direct reports
  15. Follows up with all facilities and safety related issues, reports and work orders. Monitors completion of required fire evacuation drills and training.
  16. Responsible for oversight and implementation of Residential Q.A. process, and subsequent follow-up, as assigned by the Division Director.
  17. Assists in monitoring and addressing overtime issues. Keeps Division Director abreast of plans to address overtime as needed.
  18. Provides oversight to the Informed Consent process for medications, procedures, and rights restrictions.
  19. Participates in budget development by providing background information and monitoring of Residential site budgets.
  20. Works in concert with other members of individuals' treatment teams to ensure residents' needs are met and to promote the highest quality of life possible for each person.
  21. Maintains confidentiality of all people served and adheres to agency and division HIPAA policies and procedures.
  22. Supports the Goals and Mission of Arc of Onondaga County. Ensures that communications and personal performance reflect the Agency's commitment to teamwork, compliance with policies and procedures and respect for consumers, staff and families.
  23. Computer and office technology expertise that is required to fulfill job responsibilities and assignments.
  24. Attends and participates in required Arc and Residential Program meetings, staff development and training programs.
  25. Establishes and provides clear and legible documentation and compliance records required by Arc and other government agencies.
  26. Provides other job-related support and services as required or assigned by the Residential Division Director.

Education & Experience Requirements

  • Bachelors Degree in Human Services or a related area.
  • Three years of previous experience managing residential programs for people with developmental disabilities.
  • Combination of education and experience which, in the judgement of the employer, equals above standards.
