Human Resource Generalist

Full-time Opening

The Human Resources Generalist is responsible for performing HR related duties on a professional level. This position carries out responsibilities in the following functional areas: benefits administration, employee relations, performance management, onboarding, policy implementation, affirmative action and employment law compliance. The Human Resources Generalist provides guidance and consultation services to manager, staff and applicants.


  1. Review applications/resumes and screen candidates for available positions; making referrals of well-qualified and skillful applicants to the respective department managers and/or supervisor.
  2. Work with hiring managers to ensure job requirements and expectations are clearly understood and candidates are assessed against appropriate criteria (Interview Packet).
  3. Monitor Job Requisitions and ensure proper completion and posting.
  4. Distribution and tracking of Notice of Interest.
  5. Ensure proper completion and signature requirements for Human Resource Action Form.
  6. Monitor and track applications and candidates
  7. Onboard all new hires to include criminal background checks, exclusion and education verification, references and all other paperwork necessary prior to employment.
  8. Create and maintain various recruitment and staffing reports for Executive Director and Human Resources Director.
  9. Responsible for ensuring all new hire paperwork and trainings are complete within 90 day requirement.
  10. Provide supervisors with acknowledgement of eligibility to work for all new hires upon completion of Orientation.
  11. Maintains controls and policies of the agency Human Resource Information System to ensure the security of confidential staff and management information. Enter all data required for all new hires, changes and terminations.
  12. Perform exit interviews and establish a method of collating and reporting staff terminations to effect necessary corrective action and to reduce turnover as well as continuation, coordination and termination of employee benefits, documentation and information to ensure accurate generation of reports in conjunction with the HR Manager.
  13. Communicates with State regulatory agencies related to Workers Compensation, return to work modification program, and unemployment insurance issues.
  14. Acts as point of contact for Agency employees regarding all benefits inquiries including but not limited to benefits coverage, availability of benefits, costs associated with and policies, rules and regulations governing benefits.
  15. Maintains all required benefits records and documentation to ensure accurate census information and compliance with State and Federal regulations.
  16. Administer and assure agency compliance regarding regulatory requirements. Work with approved agency representatives and acquire and maintain records to assure compliance and timely filing of required reports.
  17. Coordinates Open Enrollment/Benefit Informational Sessions. Responsible for generating information and its disbursement to all employees regarding explanation of benefits and/or any changes.
  18. Research and accumulate information to generate special reports, data or findings necessary as requested by Director of Human Resources or HR Manager. Create letters and memo's as required to complete correspondence or as requested by Director of Human Resources.
  19. Administers Agency's programs in accordance with policy
  20. Expected to conduct all agency business and complete job responsibilities in accordance with agency Code of Conduct and Corporate Compliance Plan.
  21. Supports the Goals and Mission of Arc of Onondaga County. Ensures that your communications and personal performance reflect the Agency's commitment to teamwork, compliance with policies and procedures and respect for consumers and staff.
  22. Attends and participates in required Arc meetings, staff development and training programs.
  23. Establishes and provides clear and legible documentation and compliance records required by Arc and other government agencies.
  24. Provides other job-related support and services as required or assigned by management.

Education & Experience Requirements

  • Bachelor's Degree
  • Two to Five years of related experience
  • Combination of education and experience which, in the judgement of the employer, equals above standards.
  • A valid NYS driver's license and a driving record acceptable to the Agency's insurance carrier.
