Director of Employment Services

Summary

The Director of Employment Services is responsible for the administration and coordination of the agency's pre-employment and employment services. The incumbent serves as a member of the senior management team and supports the Associate Executive Director of Programs and Services in fulfilling overall Agency goals and objectives. Responsibilities include the management of the Employment Options department: supervision of OPWDD Supported Employment, ACCES-VR Services, Community Pre-Vocational Services, Pathway to Employment and Project Search. Additionally, the Director is responsible for the development of additional, viable employment supports and services. Responsibilities include the management of all of Employment Options and ensures communication with clinical and rehabilitation services devoted to ensuring that individuals achieve their full potential. The Director of Employment Services manages fiscal and administrative operations and provides supervision and counseling to managers and operations staff.


Requirements

  1. Develops and manages the employment and pre-employment services for Arc of Onondaga overseeing the individual program planning process to ensure appropriate provision of services.
  2. Exercise comprehensive knowledge of regulatory requirements for all services provided and skill development strategies for participants.
  3. Develops strategies for addressing a range of programmatic, facility and participant related needs and for evaluating their effectiveness.
  4. Perform a variety of staff management functions in the areas of recruitment, ongoing supervision, performance evaluation and staff planning and organization.
  5. Meets regularly with staff under direct supervision to discuss performance, program operation and service delivery.
  6. Provides sufficient oversight and observation to ensure that the actual delivery of services is in accordance with treatment plans.
  7. Oversee all Employment-related training and development in compliance with OPWDD Regulations, other local, state and federal statutory requirements and guidelines for providing services to people with developmental disabilities as they relate to employment services. Ensures staff meet all necessary training requirements
  8. Develops and directs the Quality Assurance activities to assure compliance with all agency policies, OPWDD, state and federal regulations.
  9. Develops and implements staff training and orientation programs necessary to deliver proper service including monitoring staff performance for competency.
  10. Develops and establishes program policies and procedures that are supported by necessary site-based Committees, including Infection Control and Safety.
  11. Oversees other staff that ensures an adequate supply of equipment and supplies are available to provide services. Develops inventory controls.
  12. Acts as Agency lead in recertification reviews. Directs that the governing body be informed of regulations and results of all re-certification reports. Develops program goals and evaluations. Development of specific policies and procedures, as requested. Directs that policies be in conformance with the philosophy and goals established by the agency's governing body, and that the governing body is aware of these policies.
  13. Develops budgets for Employment Options Services and oversees that programs operate within budgetary guidelines.
  14. Provides oversight to the admission/discharge procedures for all Employment Options related services. Oversees that each person is informed of all services available, personal items provided and financial charges, which may be incurred, orally and in writing, prior to admission. Oversees that follow-up services are arranged, in accordance with any discharge plans.
  15. Develops professional relationships with other providers of service to ensure, whenever possible, that opportunities exist in the community for movement to more appropriate program/service settings.
  16. Directs that records are maintained for all programs, including a chronological admission/discharge register, daily attendance records, incident reports, fire drill records, records that document compliance with applicable sanitation, health and environmental safety codes copies of all placement and affiliation agreements and a copy of the emergency plan.
  17. Supports the Goals and Mission of Arc of Onondaga County. Ensures that your communications and personal performance reflect the Agency's commitment to teamwork, compliance with policies and procedures and respect for consumers and staff.
  18. Attends and participates in required Arc meetings, staff development and training programs.
  19. Establishes and provides clear and legible documentation and compliance records required by Arc and other government agencies.
  20. Provides other job-related support and services as required or assigned by management.

Education & Experience Requirements

  • Bachelor's Degree in Vocational Rehabilitation or a related area plus five years of previous experience managing programs for people with developmental disabilities or Masters Degree in Special Education or related area plus three years of previous experience managing programs for people with developmental disabilities.
  • Combination of education and experience which, in the judgement of the employer, equals above standards.
  • Valid NYS Drivers license
