Talent Development Specialist

Full-Time Opening

The Talent Development Specialist is responsible for developing, coordinating, and implementing a marketing and recruitment program and strategy that ensures availability of qualified applicants and retention of quality employees.  Employs traditional sourcing strategies as well as develops and implements new creative development ideas.  The Talent Development Specialist will provide guidance and consultation services to managers, staff, and recruits. 


  1. Manages full cycle recruiting process to meet the various staffing goals across all levels within multiple business units.
  2. Develops recruitment campaign to ensure a pool of quality candidates.
  3. Develops and implements pro-active sourcing strategies to ensure on-going pipeline of external candidates.
  4. Researches, coordinates and participates in all recruiting related activities, including, but not limited to, representation of Agency at job fairs and recruitment events.
  5. Partners with Supervisors to forecast and develop plans for staffing initiatives. Analyzes, responds to and resolves recruitment issues.
  6. Provides salary analysis upon request from HR Director or Executive Director.
  7. Creates and implements employment marketing strategies to attract passive job seekers.
  8. Establishes and maintains relationships with community groups that align with Arc of Onondaga's mission and educational institutions.
  9. Creates and places job recruitment ads in various publications, online job boards and Arc of Onondaga social media sites.
  10. Assists with the management of job descriptions and reviewing of recruitment policies and procedures.
  11. Creates and maintains various recruitment, retention and staffing reports for Executive Director and Human Resources Director.
  12. Maintains current knowledge of and experience in recruitment and employment laws to assure proper and legal hiring techniques.
  13. Supports the goals and mission of Arc of Onondaga County. Ensures that communications and personal performance reflect the Agency's commitment to teamwork, compliance with policies and procedures and respect for consumers and staff.
  14. Attends and participates in required Arc meetings, staff development, training programs and agency committees as assigned.
  15. Participates in various human resources related organization.
  16. Establishes and provides clear and legible documentation and compliance records required by Arc and other government agencies.
  17. Conducts all agency business and completes job responsibilities in accordance with agency Code of Conduct and Corporate Compliance Plan.
  18. Responsible for recruitment and onboarding of all interns at Arc of Onondaga.
  19. Responsible for presenting Human Resources portion of new hire orientation.
  20. Assists with coordination of staff appreciation weeks to aid in retention.
  21. Provides other job-related support and services to other Human Resource staff as assigned by the Director of Human Resources.

Education & Experience Requirements

  • Bachelor's Degree in human resources, marketing, business administration, or human services.
  • Minimum of two years of experience in either recruitment or marketing, or 2 years of experience within an OPWDD organization.
  • Combination of education and experience which, in the judgement of the employer, equals above standards.
