Residential Program Manager

Full-Time position

 

The Residential Program Manager is responsible for planning, supervising and coordinating the work of Residence Managers.  Responsibilities include ensuring compliance with state and federal regulations and the hiring, training and supervision of Residence Managers.  The Residential Program Manager oversees operating budgets in respect to staffing utilization for Arc residential facilities.  They also ensure safety compliance for residents residing within the residential settings and the Direct Support Professionals who work there.  The Residential Program Manager reports directly to the Assistant Director of the residential services division.

Requirements

  • Provides input into development and ongoing management of budgets, staffing, maintenance, and safety for residence operations to provide a quality residential living environments for residents.
  • Utilizes effective interpersonal, counseling and negotiation skills to handle sensitive issues with families, staff and outside agencies.
  • Monitors and ensures that activities, both inside and outside of the home, comply with State and Federal regulations and Agency and Program specific policies and procedures.
  • Directly supervises Residence Managers in planning and coordinating services designed to:
  • teach individuals life skills necessary to establish and maintain their homes (ex: shopping, meal preparation, cleaning)
  • promote the 3IP philosophy
  • increase individuals' participation in social and community based activities
  • increase individuals' range of socially appropriate behaviors and habits to increase acceptance and integration in the community at large
  • assist individuals in maintaining acceptable hygiene standards
  • maintain controls for addressing individuals' health and medical needs
  • Oversees assigned team consisting of multiple Residence Managers. Provides direction to the team, ensuring coordination of team members' responsibilities in the provision of services to residents.
  • Ensures Residence Managers request and secure maintenance and repair services, as needed, as well as ensures that furnishings are appropriate, sufficient, and in good condition.
  • Evaluates the performance of Residence Managers, provides training and foster team building and positive productive work relationships at each residential site.
  • Supports Residence Managers in the understanding and implementation of the Direct Support Professional Core Competencies.
  • Prepares and submits all required reports, statistics and quality assurance functions to verify program services are in accordance with agency and departmental Quality Assurance, Corporate Compliance and HIPAA policies and procedures.
  • Monitors and reviews all general events and incidents and develops systems to ensure the health and safety of residents at residential site
  • Covers the duties of a Residence Manager in the event of a vacant position or leave time.
  • Owns or leases a reliable automobile to provide transportation required for this position. The Residence Managers' automobile must be available to provide safe transport for residents and/or staff if needed.
  • Manages residential operations for 24/7 on call coverage on a rotating basis with other Program Managers for the Division or as assigned by the Division Director(carry an Agency provided cell phone) and ensures that appropriate coverage is scheduled and present for individuals residing at each site. May be required to provide Direct Support coverage.
  • Develops and maintains computer and office technology expertise necessary to fulfill job responsibilities and assignments.
  • Attends and participates in required Arc meetings, staff development and training programs.
  • Establishes and provides clear and legible documentation and compliance records required by Arc and other government agencies.
  • Must be available and willing to work at alternate times, days and locations as necessary for overall program needs.
  • Oversees and/or chairs committee(s) as designated by Assistant Director of Residential Services.
  • Expected to conduct all agency business and complete job responsibilities in accordance with agency Code of Conduct and Corporate Compliance Plan.
  • Provides other job-related support and services as required or assigned by Assistant Director of Community Residential Services.

Education & Experience Requirements

  • Bachelor's Degree in Human Services or related field plus two to four years of relevant experience, including 2 years of supervisory experience managing programs for people with developmental disabilities
  • Alternatively, related Associates Degree with four years of relevant experience, including 2 years of supervisory experience managing programs for people with developmental disabilities
  • A valid NYS driver's license and a driving record acceptable to the Agency's insurance carrier

Physical Demands & Working Conditions

Work requires routine physical exertion equivalent to lifting between 25 and 50 pounds, for approximately 75% of their workday, while assisting individuals, moving materials and/or operating equipment.  Incumbents have moderate exposure to undesirable or adverse environmental conditions.  Position requirements for physical stamina, endurance, and physical manipulation are significant.  Accountabilities require sustained amounts of time sitting, walking and/or standing.  The use of safety equipment and/or specific precautions is required.
